About Me
Jonathan Bolen is a planning and project development professional with more than 15 years of experience leading municipal and regional transportation, community development, and resiliency initiatives. He serves as CEI’s Client Sector Leader for Municipal Transportation, where he specializes in long-range transportation planning, multimodal mobility, transportation funding strategy, project development, and infrastructure investment, helping communities identify priorities, secure funding, and advance practical forward-thinking solutions from concept to implementation.
Jonathan has successfully secured and managed millions of dollars in federal and state funding for transportation and community development initiatives through FHWA, FTA, HUD, and EPA programs, while leading complex, multi-jurisdictional projects. Known for his collaborative leadership and strategic approach, he works with municipalities, public agencies, and community stakeholders to advance transportation priorities through data-driven planning, consensus building, and sustainable infrastructure strategies.
