CEI provided professional engineering and design services for the 13th Street Bicycle and Pedestrian Improvements project in Rogers, Arkansas. The project included approximately 7,500 linear feet of multimodal corridor enhancements, consisting of approximately 2,400 linear feet of directional protected bicycle lanes and approximately 5,100 linear feet of shared-use paved trail, extending from West New Hope Road along 13th Street to Walnut Street. The construction cost for the project was $8,403,691.
The corridor design incorporated a revised cross section to improve safety and connectivity, including a two-lane vehicular roadway with landscape buffers, a shared-use trail, and pedestrian sidewalk improvements. CEI utilized concept plans, cross sections, and recommendations from the Northwest Arkansas Bike Infrastructure Plan: Targeted Bicycling Priority Network (June 2019) to support implementation of regional bicycle mobility goals while minimizing new pavement construction through efficient use of existing roadway and asphalt overlay where feasible.
CEI’s scope also included design of a roundabout at the intersection of Poplar Street and 13th Street, along with associated roadway realignments, tie-ins, and pavement rehabilitation. Improvements included mill and overlay of 13th Street from Cherry Street north to Walnut Street and full-depth reconstruction of Poplar Street in the immediate roundabout area. CEI coordinated utility improvements, including waterline and sanitary sewer replacement, and provided permitting, utility coordination, and bidding support through bid tabulation and recommendation of the apparent low bidder.
