New Stockholders

CEI is pleased to announce two new stockholders:  Mr. Alan Catchpool, PE, Department Leader of the Minnesota office and Mr. Dwight Heasley, RLA, in our Bentonville office.  These individuals represent the senior cadre and key personnel of the firm. 

 

CEI's Fresno Office has Moved

Al Penny

Al Penny, age 56 of Bentonville, passed away July 2, 2010. Al was born December 3, 1953 at Logansport, Indiana to parents George Penny and Hazel Murphy Penny. He grew up in Logansport and remained in Indiana until moving to Northwest Arkansas in 1992. During his time in Indiana, Al attended Ball State University receiving his degree in Engineering. On September 12, 1992, Al and Patti Allison were united in marriage at Bentonville. They enjoyed many happy years of marriage. Al worked at CEI Engineering of Bentonville from 1992 to 2000. He was an avid NASCAR fan and a member of the Elks Club.

Al was preceded in death by his parents. He is survived by his wife Patti of the home; daughter, Ginger Bennett and husband Bill of Bentonville; son, Jamey Shaver of Camarillo, California; grandchildren, Shelby Bennett, Reese Shaver, Lindsey Shaver; his friends at CEI Engineering and a host of other relatives and friends. Arrangements are with Benton County Memorial Park Funeral Home of Rogers.


Westhaven Park Improvement Project
Dallas, TX

CEI recently completed the Westhaven Park Improvement Project in Dallas. The project involved the rehabilitation of existing park conditions that had sensitive environmental issues. The project also provided trail connections between existing park areas and stabilized the banks along the creek line to meet FEMA standards.

Construction Begins
The relocation of Hwy 112 in Bentonville, Arkansas began on April 19, 2010. The project includes the widening and improvements to two miles of the existing SW I Street, a new one-half mile section of Hwy 112 and a tie-in to 41st Street.

CEI Engineer Participates in Urban Water Management Conference

April 2, 2009

David A Todd, P.E., CPESC, CEI Engineering Associates Inc.’s corporate trainer for engineering, attended the Urban Water Management Conference March 24-26, 2009 in Overland Park, Kansas.

 On March 24, 2009, Mr. Todd presented a technical paper titled “Problems With Pumped Detention”. The paper demonstrated how stormwater pumps are often mis-designed, when engineers use the principles of wastewater pumping design and wrongly apply them to a pump station intended to be the discharge of a pond or chamber intended for the purpose of mitigating increases in stormwater runoff from development. Four specific projects were featured, two which had problems with the design and two that successfully provided the service required.

 On March 25, 2009, Mr. Todd moderated a technical session on Stormwater Best Management Practices Testing and Research.  At this session, the following three papers were presented.

·        Preparing a Pollutant Loading Analysis for Land Development Projects

·        Developing PAM, a Stormwater BMP Performance Assessment Model

·        Comparison of Experimental Testing Results and Theoretical Analyses of Sediment Transport Processes.

CEI Trail Project Wins ACEC 2009 Engineering Excellence Award

The American Council of Engineering Companies of Arkansas (ACEC) has awarded CEI Engineering Associates, Inc. with an Engineering Excellence Award for 2009 for the Turtle Creek Trail 4A Project in Rogers, Arkansas. The award was presented on March 13, 2009 in Little rock, Arkansas.

The project is a part of the larger Turtle Creek Trail. Part 4A is a 1.5 mile, multi-model trail through a primarily residential district. The trail connects to the trail system of neighboring Bentonville, and with other phases of the larger Turtle Creek Trail project.

The trail begins at a neighborhood park, and traverses six distinct environments: vast open spaces that were previously inaccessible before the trail was built; wooded and lowland areas; a densely wooded area within the floodplain; a boardwalk over a dense, wetland area; a bridged creek crossing, and a meandering route along a creek and pond ecosystem.

The project was constructed in difficult conditions. Construction access was limited by the terrain and ecosystem, and much of the soil could not support heavy equipment. So the design included using the trail itself, before the finished surface was applied, as a construction road to reach some of the wetland portions. Organic soils required that much of the trail in the wetlands area be constructed as a boardwalk. CEI also identified areas along the trail that could provide educational and recreational opportunities.

CEI’s responsibilities included master planning, public meetings, surveying, civil engineering, landscape architecture, wetland delineation, assistance with easement acquisition, local and state permitting, Federal permitting (FEMA and Corps of Engineers), construction administration, and construction observation.

CEI to Design Orchard Park

March 9, 2009

CEI Engineering Associates Inc. has been selected by the City of Bentonville to provide planning, design, bidding, and construction phase services for Orchard Park in Bentonville, Arkansas.

The 20 acres park will be located on NE “J” Street, at the entrance drive for the Crystal Bridges Museum of American Art. The museum, currently under construction with a 2010 opening planned, will be a feature tourist attraction and learning center for Bentonville and Northwest Arkansas. Orchard Park will be the first experience for visitors driving to the museum. Bentonville Mayor Bob McCaslin anticipates that the park will become a gateway to the city.

The park, which will be on land donated by the museum, will be converted from pasture land to an orchard, linking back to when Benton County was a major producer of apples and peaches. Through careful landscaping and tree planting, the orchard feel will be provided; however, high-maintenance fruit trees will not be used. Instead,  Passive recreational activities will be provided, including self-guided walking paths, picnic areas, and decorative gardens.

Planning and design work will begin immediately by CEI’s Bentonville office, with bids anticipated for late 2009. Construction should be completed to approximately coincide with the museum opening.

CEI to Design Site Work for Victory City Church in Sparks, Nevada

 CEI Engineering Associates Inc. has been selected to provide study and design services for the Victory City Church of Sparks, Nevada. The site for the 13,000 square foot church is unfortunately entirely in the flood plain of Boynton Slough. However, much of the site is usable, with correct grading and permitting.

 CEI’s scope of services include the following.

·        Preliminary Site and Grading Design and Layout, based on both serviceability for the church’s desired uses and on flood plain issues.

·        Special Use Permit Application with the local governments, as well as other permits that are normally required at the preliminary design stage.

·        Detailed design following receipt of preliminary permits. This will include a drainage study.

·        Detailed flood study, complying with local government requirements and acceptable to FEMA for revising the flood maps after the project is complete.

 

Scalloway Drive Repairs and Improvements Construction Begins

 Bella Vista, AR    (February 19, 2009)

CEI Engineering Associates, Inc. of Bentonville, AR, announced today that construction has begun on repairs and improvements to Scalloway Drive in the Highlands area of Bella Vista. The road has been close for some months since run-off from heavy rains could not pass through the culvert and washed out part of the road. Rather than make temporary repairs, something that was done to this very area some years ago, the City of Bella Vista decided to make improvements that would be needed to prevent this washout from happening in the future.

 CEI was hired to provide study and design services. Detailed hydrology and hydraulic calculations were performed to determine a correctly sized culvert. Design work showed this culvert should be placed lower in the gully that the existing culvert, and it should be enlarged. The project includes relocating a water line that currently is in the middle of the road.

 CEI has provided civil engineering design for the water line relocation, culvert sizing and construction, and rebuilding of the roadway. “Some embankment work is included to improve safety of the road,” said Gregory A. Perry, P.E., head of CEI’s Transportation Department and project manager for the project. “Construction is expected to be completed in under 75 days from February 16, 2009.” CEI’s work also includes: bid phase services, construction administration, and construction observation.

 

Water and Wastewater Engineer Retools for Stormwater

Comparing significant aspects of stormwater treatment to traditional means of treating water and wastewater, this presentation compares treatment goals and discusses the changing nature of stormwater. The unpredictability of stormwater flows, with large variations in contaminant load and the question of how much to treat, are compared with the relatively stable flow rate and quality of both water and wastewater. The variety of treatment systems used in stormwater and the heavy reliance on vendor-based systems is discussed, along with the "newness" of stormwater treatment: Stormwater will be in 30 or 40 years where wastewater treatment is now. The presentation also focuses on transferring lessons learned from water and wastewater engineering to stormwater treatment.
